The National Government Constituencies Development Fund (NG-CDF) Board has commenced a series of nationwide project verification visits to assess the implementation progress of the Constituency Digital Hubs Programme. This ambitious initiative aims to establish 1,450 digital hubs, one in each ward, to promote digital inclusion and socio-economic development nationwide.

Implementation Framework

The programme is being implemented through a collaborative framework between the NG-CDF Board and the Ministry of Information, Communications, and the Digital Economy (MoIC&DE). Under this arrangement:

• The NG-CDF Board is responsible for site identification, resource allocation for hubs construction and payment of recurrent costs for utilities and maintenance of the digital hubs in line with the NG-CDF Act.
• The MoIC&DE and agencies under it are responsible for providing policy guidelines for the implementation of the digital hubs programme, recruitment of ICT resource staff, provision of bandwidth, technical support, digital devices, and ensuring full operationalization of the hubs upon completion.

Construction Status

To date, 404 digital hub sites are under various stages of construction across constituencies, with additional proposals expected as constituencies respond to calls for project submissions under the 2025/26 financial year budget cycle.

Objectives of the Verification Visits

The ongoing verification visits are a core component of the NG-CDF Board’s oversight and monitoring framework, designed to ensure compliance with policy guidelines, efficient use of resources, and realization of project objectives. The visits are focused on:

• Assessing the construction status and physical progress of each digital hub project;
• Evaluating the suitability and readiness of selected sites, particularly in relation to accessibility and potential community impact;
• Ensuring alignment with MoIC&DE implementation guidelines and standards;
• Reviewing the status of technical staffing, including recruitment and deployment of digital hub personnel;
• Assessing community access and utilization plans, to promote inclusivity and maximize public benefit;
• Reviewing the conversion and integration of existing Constituency Innovation Hubs (CIHs) into the digital hub framework;
• Monitoring the application of the 3% allocation for maintenance and utilities, as stipulated in NG-CDF Act
• Engaging local stakeholders, including NG-CDF Committees, local administration, and beneficiary communities to foster ownership and accountability.

Kuria East Field Visit

As part of the broader verification exercise, a section of the oversight team led by the NG-CDF CEO, Mr. Yusuf Mbuno visited the Mvita Jitume Hub in Mvita Constituency, accompanied by the Member of Parliament for Mvita, Hon. Suud Machele.

In Kuria, the team in the company of Kuria East MP  Hon. Kitayama Marwa, conducted detailed project monitoring visits in Kuria East Constituency. The delegation visited key ongoing NG-CDF-funded projects including the Kegonga Huduma Digital Hub Centre, Kegonga Law Courts Project, Kuria East Kenya Medical Training College (KMTC) Campus, Nyamtiro Boarding Primary School Infrastructure Project, Matare Secondary School Dormitory Project, Wangira Bose Secondary School Tuition Block, Ntimaru East Ward Digital Hub Project, and the Nyamtiro One Stop Border Post, a project intended to facilitate cross-border operations with Tanzanian authorities.

These visits were conducted to validate project status reports, ensure value-for-money, and provide technical support and guidance to local NG-CDF committees on project implementation and documentation.

NG-CDF’s Pledge

The NG-CDF Board will continue to be transparent and accountable of public resources, in line with the NG-CDF Act and national development priorities. Through continuous monitoring and field verification, the Board will seek to ensure that:

• Projects deliver tangible outcomes to communities;
• Funds are used efficiently and effectively;
• Constituencies adhere to prescribed procurement and implementation procedures;
• Citizens are engaged as active stakeholders in project planning, execution, and monitoring.
