KEY ACHIEVEMENTS OF THE NATIONAL GOVERNMENT CONSTITUENCIES DEVELOPMENT FUND (NG-CDF)
The Fund has significantly contributed to enhanced socio-economic development of the people at the grassroots level throughout the Country in the following sectors.
School infrastructure development
- Since its inception in 2003, the NG-CDF has facilitated the establishment of 3,087 new schools.
- 1,369 (44.35%) primary schools and 1,718 (55.65%) secondary schools.
- 1,660 (53.8%) were fully funded while 1,427 (46.2%) of the schools were partially funde
- The 3,087 schools established through NGCDF funding accounts for 26.6% of the 11,612 schools established in the country between 2003 and June 2023 as per data retrieved from the Kenya National Bureau of Statistics (KNBS) Economic Survey report.
- The Fund has also financed the initiation of sixteen (16) schools catering for special needs education.
Learning opportunity
- The 3,087 schools initiated through NG-CDF funding have created opportunity for 882,026 learners to have access to primary and secondary level education on eight (8) year and four (4) year basis respectively.
- Out of the 882,026 students enrolled in the schools initiated by the Fund, 433,735 (49.2%) are males while 448,291 (50.8%) are females. Further, out of the 882,026 students, 3,746 students are persons with disabilities.
- The total enrolment in primary schools is 381,363 pupils while in secondary schools is 500,663 students.
- On average each of NG-CDF initiated primary schools can accommodate more than two hundred and seventy eighty (278) pupils while each secondary school can accommodate more than two hundred and ninety-two (292) students on one year learning period basis.
- Schools Established Through NG-CDF Since Funding Inception 2003 1,660 Education (Bursary &Infrastructure),1,427 Security 1,369, Monitoring & Evaluation 1,369, Climate Change mitigation programme.
Education bursary
The Fund has had tremendous achievements in the Bursary Scheme. All constituencies are required to establish a Sub-Committee for effective and efficient administration of the funds allocated to bursaries. The bursary funds benefit the needy and deserving children from poor backgrounds. The NGCDF dedicates approximately Ksh. 15 billion annually towards the Bursary Scheme. On average 1.2 million needy students benefit annually.
Technical Training Institutes (TTIs)
In partnership with Ministry of Education, the Fund has supported construction of 130 TTIs which have not only contributed to a significant increase in the number of skilled workforces for the country’s economic development, but has also improved the local economy in the areas they are located by spurring the growth of new business centres creating demand for accommodation facilities and market for the locally produced goods and services to the benefit of the local entrepreneurs.
National Administration National Administration and Security Sector infrastructure
- Approximately 5.7% of the Fund has been allocated to projects falling under the National Administration and Security sector towards construction and/or renovation of offices, police post and police stations.
- In 2022/2023 FY the Fund financed the construction of 106 Sub County headquarters, 413 Chief’s/Assistant Chief’s offices and construction of 203 police stations/patrol houses and 108 staff houses.
Kenya Medical Training College campuses
- In partnership with Ministry of Health, the Fund has established 61 new Kenya Medical Training College (KMTC) campuses. These new KMTC campuses and the infrastructural enhancement in already existing ones, have impacted positively to the people within and outside the communities in the following ways:
- Creation of job opportunities: For instance, the campuses provided employment to approximately 347 academic staff and 277 nonacademic staff. In addition, graduates equipped with skills from these campuses secured jobs, with around 1,400 students from one campus alone getting employment.
- Infrastructure Improvement: The Campuses have led to the enhancement of road networks, such as tarmacking roads near campuses like Iten and Shianda Mumias, benefitting local residents.
- Increased Enrolment in Medical Courses: Through these campuses being almost in every constituency, students are now able to commute. This has reduced the cost of education thus fulfilling aspirations for medical education for many students.
- Business Opportunities: These have been created and ranges from development of student hostels to supplying goods and services to campuses, boosting sectors like agribusiness.
Huduma Centres
- In partnership with the Ministry Public Service the Fund has financed the establishment ofcentres in various constituencies to bring government services closer to the people.
- Going forward, the Fund intends to partner with Ministry of Information Communication and Digital Economy to finance the establishment of huduma-jitume centres in constituencies to increase employment opportunities across the country through enhanced youths’ access to online jobs and promoting creative economy.
Social Security
- The Fund in partnership with the National Social health Insurance Fund finances health insurance premiums for vulnerable households in support of the Government’s Universal Health Coverage Policy. This has contributed to significant improvement of health for the poorest and disadvantaged Kenyans, contributing to the government goal of attaining universal healthcare for all.
Climate Change Mitigation
- With the latest amendments to the NG-CDF Act assented to by His Excellency the President in December 2023, the Fund enhanced its support to the Government`s climate change mitigation measures by allocating up to 5% of each Constituency’s annual allocation towards the targeted interventions.
- From 2016/17 financial year to date, an approximate of Ksh. 3,351,947,792 has been allocated to environment sector to mitigate climate change in the 290 constituencies.
- The activities that have been funded therein include restoration of tree cover, energy conservation among other projects geared towards combating climate change.
