KENYANS TURN OUT IN LARGE NUMBERS FOR PUBLIC PARTICIPATION ON CONSTITUTION AMENDMENT BILL NO. 4 OF 2025

Kenyans across the country have shown overwhelming interest in the ongoing constitutional reform process, turning out in large numbers to participate in the public hearings on the Constitution of Kenya (Amendment) Bill No. 4 of 2025.

The Bill aims to entrench three key funds into the Constitution: the National Government Constituencies Development Fund (NG-CDF), the Oversight Fund, and the National Government Affirmative Action Fund (NGAAF).

Participants from various regions praised the NG-CDF for its transformative impact over the past two decades. Many described it as a game changer that has significantly improved infrastructure, education, and access to essential services at the grassroots level.

A recurring concern among the public was the potential elimination of the NG-CDF. Many expressed fears that doing so would reverse the hard-won development gains made in marginalized areas. Before the fund’s establishment, they noted, development was minimal and many students were forced to drop out of school due to lack of fees.

The nationwide public participation exercise officially concluded today. The Bill now proceeds to the next stage in Parliament, where it will be debated and considered for enactment.
